At ICS we are true believers in the fact that we are only as good as the individuals that make up our team.  Therefore, when building a team that works cohesively together, we focus on finding the best professionals in the field, so that your experience with ICS will be both profitable and successful.

Although the vastness of the network of professionals throughout Latin America that ICS works with makes it difficult to list then all, below are some of these professionals:

Francisco Villalobos – Senior International Tax Attorney

Mr. Villalobos is a tax attorney with technical expertise in U.S. and Europe.  He has been the legal advisor and tax litigator for some major taxpayers.  He has served as the tax manager of Intel for Latin America, and as external advisor on tax reform matters for the government of Costa Rica.  Additionally, he has served as advisor for the Secretary of Finance on tax administration and was a co-writer of the reform of the major tax laws of Costa Rica.

Mr. Villalobos is also a Professor of  Tax Law at the  Law School of the University of Costa Rica, a columnist for La República on business and Government, and the host of the radio show “Management by Managers” on 98.7 Costa Rica.

Sergio Rojas - Payroll and Processes Specialist.

Mr. Rojas has 24 years experience in development, implementation and maintenance of processes and payroll systems.

He has worked for companies such as Phillip Morris, Kraft Foods and many others of the top 100 companies operating here in Costa Rica.  Sergio has handled the payroll of over 2,500 employees for numerous organizations.

Jorge Guardia – Independent Analyst.

By profession, Mr. Guardia is an economist, with qualifications from the London School of Economics and Harvard Business School.  He is a former president of the Central Bank of Costa Rica and a top official for the IMF.

Currently Mr. Guardia is an independent analyst for ICS and Professor of Economics at the University of Costa Rica.
